History of
Values-based Tactical Planning
VTP was developed in 1990 and
1991 by three ministry colleagues in the Northern Virginia suburbs of
Washington, D.C. Robert Perry, the Executive Director of Mount Vernon
Baptist Association and one of the staff of the Association, Stephen
Welch, Director of Church Strategies, began to explore alternative
planning models for the churches in their area. Ray Spears, pastor of
First Baptist Church of Herndon, asked for their assistance in
conducting a planning process in his church. Working together, the
three of them researched and brainstormed a values-based,
right-brain, intuitive method for developing a plan for the church
and reshaping the churchs organizational structure. The results
were extremely positive.
Perry, Spears and Welch then
began to test this planning model in other churches and associations
of churches. They wrote the material and created the VTP Manual.

Five years later, the process has
been field tested in dozens of churches, and consultants have been
trained and certified in Virginia, Maryland, Delaware and the
District of Columbia.
In 1995, Organizational Health

Nelson, as a consulting group and for the distribution of the VTP
Manual and other materials on Church Health.
